On December 9, 2020, a disaster occurred at the Langshitan Hydropower Station in Lengshuijiang City, Hunan Province, where about 6 tons of engine oil leaked and polluted the water environment, endangering the safety of drinking water for residents in Xinhua City and downstream areas. After sampling and testing at the local hydrological station, the concentration of petroleum in the polluted river water exceeded the standard by 3.5 times. The Xinhua County Committee urgently deployed local emergency and environmental protection departments, as well as social rescue teams, to organize the use of oil absorbing boats, oil containment booms, oil absorbing blankets, and straw for response and disposal. Two oil containment booms were horizontally placed on the river surface to control the oil spill within about 20 acres of water upstream of Xintian Village Pier in Fenglin Street.

On December 11th, Zhu Qianming, Secretary of the Xinhua County Committee, and other relevant leaders convened an emergency rescue chamber at the Xintian Village Port Command. Considering that the technical measures at that time could not completely block the thorough removal of oil and pollutants on the water, according to expert advice, the Xinhua Emergency Bureau urgently purchased cutting-edge safety and environmental protection FG oil absorbing granules, adsorption trailers and other emergency supplies from Zhejiang Zhongyi Company. Only by using physical adsorption mode to achieve oil-water separation can they be completely removed, ensuring that downstream cities along the river, water environment, and aquatic fish are not harmed.
After writing to the Emergency Bureau of Yongkang City to understand the performance and use of Zhongyi FG adsorption products, and calling the rescue team of Zhongyi Company for assistance, they requested to immediately dispatch emergency supplies and assign technical personnel to assist in guiding the rescue. Upon learning of the news, the Zhongyi Pioneer Harmony Party Branch, under the leadership of Dong Chenfa, a member who actively joined the party, immediately responded with Hu Linhan, Fan Binhao, Wang Kaifa, and Hong Ge. That night, they drove more than 1000 kilometers with emergency supplies to participate in the rescue.
Arrived at the destination at 8am on the 12th and immediately carried out a tense and orderly clean-up operation with the local Blue Sky Rescue Team. Under the command of the local emergency bureau, according to the plan, a 300 meter adsorption trailer was first deployed, and two boats were used to tow the adsorption fence. Nearly 3 kilometers of contaminated water surface was first enclosed, and FG adsorption granules were added in batches to block the oil spill into a solid state to prevent overflow and diffusion. The operation continued until late.

After the oil layer on the original dispersed water surface was fully adsorbed, it gathered together. On the morning of the 13th, all team members focused on salvaging it in different areas, resolving the risk of secondary water environmental disasters and accidents, and ensuring the safety of drinking water for residents on both sides of the downstream.
This rescue operation not only demonstrated the inter provincial emergency linkage capability, but also quickly resolved a water environment disaster accident, deepened the concept of safety, emergency and environmental protection, and avoided the risk of secondary environmental disasters caused by improper emergency response. It has been highly praised by the local county party secretary Zhu Qianming and relevant emergency and environmental protection departments.
