On December 9, 2020, a sudden accident occurred in the Zijiang River system in Hunan Province, where about six tons of engine oil leaked and polluted the water environment. A layer of white lubricating oil floated in the river water, which was over 300 meters wide. The emergency department tried using the commonly used PP spray oil felt to deal with it, but found that it had no effect at all. The Zijiang River system is a rare source of green mountains and clear waters in Hunan Province. If oil dispersants and spill dispersants are used, it will inevitably turn the clear waters of one river into polluted water. If effective measures are not taken to promptly clean up several kilometers of polluted river water, it will inevitably endanger the safety of drinking water sources for nearby urban areas and downstream residents, and have serious social impacts. After sampling and testing at the local hydrological station, the concentration of petroleum in the polluted river water exceeded the standard by 3.5 times. The local county committee urgently deployed emergency and environmental protection departments, as well as social rescue teams, to organize emergency control and disposal of oil absorbing boats, oil containment booms, oil absorbing blankets, straw and other emergency resources. Two rubber containment booms were horizontally placed on the polluted river surface, which was 3 kilometers long and 300 meters wide. The oil spill was temporarily controlled within a water area of about 100000 square meters upstream of the nearby dock.

On December 11th, the local county committee and relevant leaders convened an emergency rescue chamber of commerce at the temporary command center. Considering that the local emergency supplies and technical measures are not yet effective in using physical adsorption to completely remove oil and dirt from the water. According to the advice of the petrochemical system expert to the higher authorities and the leadership of the county committee, the local emergency safety supervision department immediately sought assistance from the emergency department of Yongkang City, Zhejiang Province. Upon learning of this, the Zhejiang Zhongyi Pioneer Rescue Team, which has rich capabilities in water environmental pollution control, immediately deployed elite soldiers to lead emergency vehicles loaded with chemical pollution adsorption particles and adsorption trailers, and rushed overnight to rescue the 1000 kilometer Zijiang River system. After more than ten hours of long-distance running, emergency rescue supplies were delivered to the polluted banks of Zijiang early the next morning. The Zhongyi Vanguard Rescue Team was led by the brigade leader Dong Chenfa, and consisted of five members including Wang Kaifa, Hu Hongge, Hu Linhan, and Fan Binhao, forming an assault team. Without worrying about fatigue and rest, they immediately unloaded emergency supplies such as FG oil absorbing granules and adsorption trailers with volunteers from the Blue Sky Rescue Team under the leadership of the local county emergency bureau.

Everyone should work together and immediately drive a charging boat to release over 300 meters of adsorption drag onto the wide river surface, to block and collect the lubricating oil that pollutes the river water in large areas, reducing the pollutants to a controllable range. Then scatter the white and non-toxic FG adsorption particles in the adsorption drag bar. Through the mode of physical adsorption, lubricating oil is immediately adsorbed into a solid state. In this way, rescue team members can easily retrieve chemical liquid pollutants onto the shore using a scoop. After two days and nights of hard work by volunteers from Hunan and Zhejiang provinces, it was finally completely cleared and restored to a vast state of clear water, achieving satisfactory results with no visible oil stains, and no personal injuries or fish poisoning accidents occurred. Ensure that the water environment and aquatic fish in downstream cities along the river are not affected by it.

According to calculations, the successful joint emergency rescue operation between Hunan and Zhejiang can save emergency supplies and personnel costs of nearly one million yuan. The local county party secretary and the director of the emergency bureau have been personally commanding the emergency response site, and after the task was completed, they sent a letter expressing their sincere gratitude to the Zhongyi Pioneer Rescue Team in Yongkang City, Zhejiang Province for their thousand mile rescue efforts. The emergency environmental protection department unanimously praised the excellent performance and low cost of Zhongyi FG adsorption products through this practical collaborative operation. The team members were not afraid of difficulties and drove two assault boats, dragging the adsorption fence to first enclose the spilled oil on the polluted water surface. Then, FG adsorption granules were added in batches to adsorb and block the spilled oil into a solid state, preventing it from overflowing and spreading. They were busy until nightfall.

On the evening of the 14th, the Zhongyi Pioneer Rescue Team triumphed overnight after successfully completing the emergency rescue mission. This rescue operation not only demonstrated the inter provincial emergency linkage capability, but also quickly resolved a water environment disaster accident, improved the concept of safety, emergency and environmental protection, and avoided the risk of secondary environmental disasters caused by improper emergency response. It was highly praised by the local county party secretary and leaders of emergency and environmental protection departments, and warmly greeted the Yongkang rescue team.
