I. Background of the Event and Initial Response On December 9, 2020, a sudden oil leakage accident occurred at the Langshitan Hydropower Station in Lengshuijiang City, Hunan Province. About 6 tons of oil entered the Zijiang River, forming a pollution belt several kilometers long. The oil concentration in the water exceeded the standard by 3.5 times, seriously threatening the drinking water safety of Xinhua urban area and downstream residents. After the incident, Xinhua County immediately initiated an emergency response, organizing departments such as emergency management and environmental protection, as well as social rescue forces, and mobilizing equipment such as oil suction vessels, oil booms, and oil-absorbing MATS for initial handling. However, due to the limitations of traditional technical means, in the face of polluted water surfaces covering several kilometers, it has been impossible to thoroughly clean up the oil stains and ensure the safety of water quality.Ii. Cross-provincial Collaboration and Technical Decision-making On December 11th, the main leaders of Xinhua County Committee presided over an emergency rescue decision-making meeting. According to the expert's advice, the county emergency management Bureau requested support from the Emergency Management Bureau of Yongkang City, Zhejiang Province. Upon recommendation, the Zhongyi FG adsorption particle technology , which has been successfully applied in emergency rescue of hazardous chemicals in similar water areas before, was introduced. After receiving the appeal for help, Yongkang Zhongyi Industry and Trade Co., Ltd. immediately allocated emergency rescue supplies and dispatched a rescue team composed of technical experts. They drove 1,200 kilometers overnight to Xinhua.Iii. Emergency Response Process and Application of Core TechnologiesOn the morning of December 12th, after the rescue team arrived, they worked in coordination with the Blue Sky Rescue Team under the unified command of Xinhua County. The disposal work is carried out in an orderly manner in three stages:

1.Containment and control: First, a 300-meter adsorption trailer was deployed, which was pulled by boats to enclose nearly 3 kilometers of polluted water surface and control the spread of oil pollution.

2.Adsorption cleaning: FG adsorption particles are released in batches from the upstream. This material, by taking advantage of its unique lipophilic and hydrophobic properties, can automatically float towards the oil film area, adsorb and solidify the liquid floating oil into a solid state, achieving efficient removal of oil stains. By the early morning of the 13th, the oil slick on the river surface had been basically cleaned up.

3.Salvage and disposal: The adsorption-saturated granules are gathered to the shore and all fished ashore, then transported to a general waste incineration plant for incineration treatment, achieving calorific value utilization and avoiding secondary pollution.

Iv. Disposal Effectiveness and Key Highlights The emergency response to the leakage incident was successfully completed at 5 p.m. on December 13th, and the waters of the Zijiang River returned to normal. Its successful experience is mainly reflected in the following three aspects:

1.Advanced technology can prevent secondary disasters: The application of FG adsorption particle technology fundamentally avoids the possible toxic effects of traditional oil dispersants on aquatic organisms (especially fish), ensuring the drinking water safety of nearly a million residents and demonstrating the advantages of environmental protection emergency response.

2.Efficient linkage and enhanced response speed: The cross-provincial emergency response mechanism ensured the rapid allocation of advanced technologies and materials, winning precious time for successful rescue operations.

3.Thorough disposal reduces environmental risks: It has achieved a full-process closed-loop treatment of "adsorption - cleaning - harmless disposal", effectively controlling the secondary risks of environmental pollution.

The leaders of the Emergency Management Bureau of Xinhua County highly praised the technical support and selfless assistance from Yongkang, and expressed their expectations for further exchanges and cooperation in the future.



Emergency rescue operation for the oil spill in Zijiang, Hunan Province

On December 9, 2020, an oil leakage accident occurred at the Langshitan Hydropower Station in Lengshuijiang City, Hunan Province. About 6 tons of oil flowed into the Zijiang River, forming a blackish-brown oil slick that was several kilometers long. The concentration of petroleum substances in the water exceeded the standard by 3.5 times, seriously threatening the drinking water safety of Xinhua County and the residents downstream. After the incident, Xinhua County promptly organized emergency response, environmental protection and other departments as well as social rescue forces, and mobilized oil suction vessels, oil booms, oil-absorbing MATS, straw and other materials to carry out preliminary handling. However, in the face of the wide river surface and the constantly spreading oil pollution, traditional methods are difficult to completely remove the pollutants, especially unable to complete the oil pollution cleaning of several kilometers of water surface without affecting the water quality. On December 11th, the Xinhua County Committee held an emergency meeting at the Langshitan Wharf. Upon expert advice, the local emergency management bureau requested support from the Emergency Management Bureau of Yongkang City, Zhejiang Province. Yongkang City has recommended the Zhongyi FG adsorption particle technology, which has been successfully applied in hazardous chemicals water area accidents. That afternoon, the Xinhua side got in touch with Yongkang Zhongyi Industry and Trade Co., LTD. The company immediately allocated materials and dispatched a five-person technical team led by the Party membership active applicant Dong Chenfa, who drove over 1,200 kilometers to Xinhua overnight. At 8 a.m. on December 12th, the rescue team arrived at the scene. Under the unified command of the local authorities, they worked in coordination with the Blue Sky Rescue Team to carry out the pollution removal operation. They first deployed 300 meters of adsorption drag bars and used rubber boats to pull them to enclose nearly 3 kilometers of polluted water surface. Subsequently, white FG adsorption particles were added in batches from the upstream. This particle has strong lipophilic and hydrophobic properties, which can automatically float towards the oil film area, adsorb the floating oil in the pores, and turn the liquid oil into solid. After continuous operation until the early morning of the 13th, the oil stains on the river surface had been basically adsorbed and removed. Under the sunlight, no obvious oil film can be seen with the naked eye. Subsequently, rescue workers used drag bars to gather the saturated adsorbed particles to the shore, fished them ashore, bagged them and transported them to a general waste incineration plant for incineration treatment, achieving harmless disposal of waste and completely eliminating secondary environmental risks. This rescue operation successfully prevented the possible deaths of aquatic organisms and secondary pollution of drinking water sources caused by traditional oil dispersants, protecting the ecological environment and drinking water safety of the Zijiang River Basin. The application of cross-provincial emergency response coordination and new environmentally friendly adsorption technology has been highly affirmed by the leaders of Xinhua County and relevant departments. On the afternoon of the 13th, the Yongkang Rescue team, having completed their mission, set off for home. The leaders of the Xinhua County Emergency Management Bureau specially came to see them off and expressed their sincere gratitude to the "Yongkang brothers".
